Be it enacted by the General Assembly of Virginia:
1. § 1. The Department of Human Resource Management (the Department), in collaboration with the Department of Education and the Board of Education, shall review the number of annual trainings required of employees of the Commonwealth and public elementary and secondary school teachers. In conducting its review, the Department shall determine if certain trainings required by the Code of Virginia, by existing regulations or policies for individual agencies, or by the Department of Education, the Board of Education, or any local school boards, could be reduced in frequency while maintaining the same effectiveness for employees of the Commonwealth and public elementary and secondary school teachers. All agencies of the Commonwealth and all local school boards shall provide assistance to the Department upon request. Upon completion of its review, the Department shall submit its findings and recommendations in a report to the General Assembly no later than January 1, 2027.
