Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23.1-2912.1 as follows:

§ 23.1-2912.1. Procurement; machinery and equipment for courses and programs; certain limitations prohibited.

Neither the State Board nor any comprehensive community college shall establish or adhere to any procurement policy, practice, procedure, regulation, or rule that prohibits the procurement of used machinery or equipment when such machinery or equipment is necessary to provide proper student instruction in any relevant course or program.
