Be it enacted by the General Assembly of Virginia:

1. § 1. The Director of the Department of General Services (the Director) shall set a goal for the electrification of the Commonwealth's centralized fleet, as defined in § 2.2-1173 of the Code of Virginia, that is aligned with the Commonwealth Clean Energy Policy, as set out in § 45.2-1706.1 of the Code of Virginia, with interim targets set for 2028, 2030, and 2032. Based on such targets and on facility and centralized fleet needs, the Director shall set targets for the number and type of electric vehicle charging stations installed at state facilities by 2028, 2030, and 2032 that could be installed under the current Department of General Services appropriations and for the same years if additional funds were made available, with the goal of ensuring that the number of electric vehicle charging stations do not limit the pace of the transition of the centralized fleet to electric vehicles. The Director shall report his findings and recommendations to the Governor and the General Assembly by October 1, 2026.
