Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding sections numbered 46.2-833.2 and 46.2-905.1 as follows:
§ 46.2-833.2. Bicycle signals.
For purposes of this section, "bicycles" include electric power-assisted bicycles, motorized skateboards or scooters, and mopeds.
Signals by bicycle signals shall be as follows:
A traffic light showing a steady red bicycle indicates that persons riding bicycles in a designated bicycle lane or a separate facility such as a shared-use path are prohibited from entering the intersection or other controlled area. Turning after stopping shall be permitted after yielding to other vehicles and pedestrians lawfully within the intersection.
A traffic light showing a steady amber bicycle indicates that a change is about to be made in the direction of the moving bicycle traffic. When the amber signal is shown, bicycle traffic which has not already entered the intersection, including the crosswalks, shall stop if it is not reasonably safe to continue, but bicycle traffic which has already entered the intersection shall continue to move until the intersection has been cleared.
A traffic light showing a steady green bicycle indicates that persons riding bicycles in a designated bicycle lane or from a separate facility such as a shared-use path are permitted to enter the intersection.
§ 46.2-905.1. Bicycle signals; exemption from obeying other traffic control devices.
Notwithstanding any other provision of this chapter, any person operating a bicycle, electric power-assisted bicycle, motorized skateboard or scooter, or moped in or approaching an intersection controlled by traffic control devices that include a bicycle signal shall obey such bicycle signal, regardless of whether such bicycle, electric power-assisted bicycle, motorized skateboard or scooter, or moped is operated on a roadway, sidewalk, crosswalk, bicycle lane, or shared-use path.
