A BILL to direct the Department of Transportation to convene a work group to examine the Characterizing and Improving Binder Availability and Activity in Asphalt Mixtures with Reclaimed Asphalt Pavement (RAP) study conducted by the Virginia Transportation Research Council and make certain recommendations.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the Department of Transportation (the Department) shall convene a work group to examine the Characterizing and Improving Binder Availability and Activity in Asphalt Mixtures with Reclaimed Asphalt Pavement (RAP) study conducted by the Virginia Transportation Research Council and make recommendations for strategies for effectively using RAP to maximize savings in time, funding, and carbon emissions for the Commonwealth. The members of the work group shall include industry stakeholders from the highway construction industry, including the Virginia Asphalt Association and Old Dominion Highway Contractors Association, and any other stakeholders the Department deems necessary. The work group shall complete its meetings no later than November 1, 2026, and shall submit a report of the work group's findings and recommendations to the Chairs of the House and Senate Committees on Transportation, the House Committee on Agriculture, Chesapeake and Natural Resources, and the Senate Committee on Agriculture, Conservation and Natural Resources no later than December 1, 2026.
