Be it enacted by the General Assembly of Virginia:

1. § 1. That the Office of the Executive Secretary of the Supreme Court of Virginia shall collaborate with the Standing Committee on Commissioners of Accounts of the Judicial Council of Virginia and the Conference of Commissioners of Accounts to contract with a third party to review a subset of conservator annual accounting reports.

The review should shall include (i) an assessment of the timeliness of submission and review of such reports; (ii) confirmation that information provided by conservators is accurate and complete; (iii) an assessment of the accuracy and thoroughness of the review performed by commissioners of accounts; (iv) an evaluation of how commissioners of accounts are reviewing conservator compensation; and (v) an examination of the fee structure and submission process for annual filers who are conservators for individuals with a permanent disability.

A report with the findings of the review shall be submitted to the chief circuit court judge and commissioner of accounts in each locality included in the review by December 1, 2026. The report shall be used to inform the development and refinement of guidance for commissioners of accounts and training for newly appointed conservators.
