Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 22.1-299.6:1 as follows:

§ 22.1-299.6:1. Career and technical education and dual enrollment courses; three-year licenses.

A. Notwithstanding any provision of law to the contrary, the Board shall provide for the issuance of a three-year license to teach solely career and technical education courses or dual enrollment courses at public schools in the Commonwealth to any individual who (i) is employed as an instructor by an institution of higher education that is accredited by a nationally recognized regional accreditation body, (ii) is providing instruction at such institution in the specific career and technical education or dual enrollment subject area that such individual seeks to teach at a public school, and (iii) complies with all applicable requirements set forth in subsection D of § 22.1-298.1.

B. The Board shall require any individual issued a three-year licensed pursuant to subsection A to maintain continuous employment in such position at the applicable institution of higher education as a condition of continued licensure.
