TO: HOUSE OF DELEGATES HOUSE BILL NO. 1821

The Accelerated Renewable Energy Buyers (ARB) program is the ideal implementation of a system that allows customers who want to purchase renewable energy to do so at an acceptable cost to them.

Expanding clean energy technologies from which customers can choose to meet their load provides flexibility for consumers to choose what works best for their needs. Adding in language that further restricts the cost of the program to only be paid back by participating customers is a great example of commonsense reform that protects ratepayers. Furthermore, while I am opposed to the renewable portfolio standard framework, the ability of the customer of the ARB program"s load to be exempt from the RPS saves other non-participating ratepayers money.
