TO: SENATE OF VIRGINIA SENATE BILL NO. 1192

While I am strongly opposed to the Virginia Clean Economy Act (VCEA) and its renewable portfolio standard framework, I recognize the benefit this bill could provide to schools in lieu of the law"s repeal. This bill will not result in a different outcome than the existing law related to the number of renewable energy certificates purchased, costs which will ultimately be paid for by Virginia"s residents and businesses.
