HOUSE RESOLUTION NO. 870
Commending Horace S. Savage, Jr.
Agreed to by the House of Delegates, February 21, 2025
WHEREAS, Horace S. Savage, Jr., a World War II veteran, a retired educator, and a loyal member of Omega Psi Phi Fraternity in Portsmouth, celebrates his 100th birthday in 2025; and
WHEREAS, Horace Savage was born in Portsmouth on July 1, 1925; he graduated from I.C. Norcom High School, served the nation as a member of the United States Army during World War II, then earned bachelor's and master's degrees from what is now Hampton University; and
WHEREAS, Horace Savage had a prolific career in education as a science teacher, football and track coach, and assistant principal, ultimately retiring as the assistant superintendent for personnel and staff development for Portsmouth Public Schools; he later served as an adjunct professor at Norfolk State University and served on the advisory board of the institution's School of Social Work; and
WHEREAS, Horace Savage is a member of St. James Episcopal Church, where he has served as a member of the vestry, senior warden, lay reader and chalicer; he has also served in executive positions within the Episcopal Diocese of Southern Virginia; and
WHEREAS, Horace Savage has been a member of Omega Psi Phi Fraternity, Inc., for more than 70 years, having been initiated in the Zeta Iota Chapter in 1952; he still attends chapter meetings, participates in chapter sponsored activities and events, and has been an inspirational mentor to generations of younger brothers; and
WHEREAS, over the years, Horace Savage has been active with numerous service organization boards and received an array of awards, including the Tidewater Community College's Martin Luther King Jr. Community Service Award, Portsmouth's First Citizen award, Portsmouth Public Schools' Distinguished Alumnus award, induction into the I.C. Norcom Athletic Hall of Fame, and Omega Psi Phi Fraternity's Citizen of the Year and Omega Man of the Year awards; now, therefore, be it
RESOLVED by the House of Delegates, That Horace S. Savage, Jr., hereby be commended for his lifetime of service to his community, his country, and his Omega Psi Phi Fraternity on the occasion of his 100th birthday; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Horace S. Savage, Jr., as an expression of the House of Delegates' admiration for his achievements.
