HOUSE RESOLUTION NO. 758

Commending the Information Technology-Information Sharing & Analysis Center.



Agreed to by the House of Delegates, February 18, 2025

WHEREAS, for 25 years, the Information Technology-Information Sharing & Analysis Center, located in Manassas, has enhanced the detection, prevention, mitigation, and response to the growing threats to the nation's critical infrastructure and cyber ecosystem through threat intelligence sharing, analysis, and collaboration across stakeholder communities; and

WHEREAS, the national security and economic integrity of both the Commonwealth and the United States are increasingly reliant on critical infrastructures and cyber-based information systems; and

WHEREAS, President Bill Clinton issued Presidential Decision Directive 63 calling on private sector owners and operators to lead efforts to develop, implement, and maintain initiatives to secure the nation's critical infrastructure in 1998, and the Information Technology-Information Sharing & Analysis Center (IT-ISAC) was launched as a voluntary industry-led initiative two years later; and

WHEREAS, the mission of IT-ISAC is to grow a diverse community of large, medium, and small companies, trade associations, and academic institutions that share a common commitment to cybersecurity; and

WHEREAS, IT-ISAC serves as a force-multiplier that enables collaboration and sharing of relevant, actionable cyber threat information, effective security policies, and best practices for the benefit of all; and

WHEREAS, the IT-ISAC global membership base consists of leading companies from multiple critical infrastructure sectors, including information technology, food production and agriculture, and elections; and

WHEREAS, the IT-ISAC has engaged with the U.S. Department of Homeland Security and other stakeholders to respond to the world's most significant cyberattacks over the past two and a half decades; and

WHEREAS, the IT-ISAC helped establish the National Council of ISACs and the IT Sector Coordinating Council and works closely with other critical infrastructure communities to help make the nation safer and more secure; now, therefore, be it

RESOLVED by the House of Delegates, That the Information Technology-Information Sharing & Analysis Center hereby be commended on the occasion of its 25th anniversary; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Information Technology-Information Sharing & Analysis Center as an expression of the House of Delegates' admiration for the organization's vital contributions to cybersecurity in the Commonwealth and across the country.
