AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to direct the State Corporation Commission to evaluate and assess the benefits, impacts, best practices, and implementation recommendations for certain electric utilities to establish virtual power plant programs.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the State Corporation Commission shall conduct an ex parte proceeding to evaluate and assess the benefits, impacts, best practices, and implementation recommendations for Phase I and Phase II Utilities to establish virtual power plant programs in the Commonwealth. As used in this act, "Phase I Utility" and "Phase II Utility" have the same meaning as provided in subdivision A 1 of § 56-585.1 of the Code of Virginia, and "virtual power plant" means an aggregation of distributed energy resources, enrolled either directly with an electric utility or indirectly through an aggregator, that are operated in coordination to provide one or more grid services.
