2. That the provisions of the first enactment of this act shall not become effective unless reenacted by the 2026 Session of the General Assembly.

3. That the Executive Secretary of the Compensation Board or his designee, in coordination with the Commonwealth's Attorneys' Services Council, shall convene a work group consisting of representatives of the Department of Planning and Budget, the Indigent Defense Commission, the Virginia State Police, the Commonwealth's Attorneys' Services Council, the Virginia Association of Chiefs of Police, the Virginia Association of Commonwealth's Attorneys, the Virginia Sheriffs' Association, the Virginia Trial Lawyers Association, and representatives of the staff of the House Committee on Appropriations and Senate Committee on Finance and Appropriations and other stakeholders as appropriate to determine (i) the costs associated with any changes in operations and technology infrastructure necessary to implement the provisions of this act if reenacted by the 2026 Session of the General Assembly and (ii) whether the sensitive personal information of citizens identified in police reports that shall be subject to mandatory disclosure to individuals charged with criminal offenses is adequately and properly protected. The work group shall submit a report of its findings to the General Assembly by November 1, 2025.
