HOUSE RESOLUTION NO. 491

Commending Timothy P. Duffy, Ph.D.



Agreed to by the House of Delegates, January 23, 2025

WHEREAS, Timothy P. Duffy, Ph.D., an esteemed educator, dedicated community leader, and distinguished public servant, retired from the Fredericksburg City Council in 2024; and

WHEREAS, Timothy Duffy has been a member of the Fredericksburg community since 1981, when he arrived to attend Mary Washington College; in addition to a bachelor's degree from Mary Washington College, he holds a master's degree and doctoral degree in American history from the University of Virginia, where he participated in the Governor's Fellows Program and served as a teaching assistant to several professors; and

WHEREAS, Timothy Duffy supported Fredericksburg's youth in various roles within Fredericksburg City Public Schools, including as principal at James Monroe High School and as a math teacher at Walker-Grant Middle School, and he also served in the History Department at Mary Washington College and at Fredericksburg Academy, where he was promoted to head of the upper school; and

WHEREAS, Timothy Duffy has proudly and faithfully served as the Ward 3 representative on the Fredericksburg City Council since July 2014; and

WHEREAS, as a city council representative, Timothy Duffy has contributed to several boards and commissions, including the Board of Social Services, Fredericksburg Clean and Green Commission, Parking Advisory Committee, Recreation Commission, Rappahannock Area Youth Services and Group Home Commission, Town and Gown Committee, and Fredericksburg Regional Alliance as an alternate; and

WHEREAS, Timothy Duffy was vital to the work of the Fredericksburg City Council at several key junctures, including during the COVID-19 pandemic and the Black Lives Matter protests and as the city hired its new city manager and established a unifying vision for its future; and

WHEREAS, beyond his professional endeavors, Timothy Duffy has been actively involved in community service, including volunteering with organizations such as the Sunshine Foundation, Tree Fredericksburg, the Oral History Project, and Habitat for Humanity; and

WHEREAS, Timothy Duffy's commitment to education and community engagement has left a lasting impact on Fredericksburg, reflecting his dedication to the city's growth and well-being; now, therefore, be it

RESOLVED by the House of Delegates, That Timothy P. Duffy, Ph.D., hereby be commended on the occasion of his retirement from the Fredericksburg City Council; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Timothy P. Duffy, Ph.D., as an expression of the House of Delegates' admiration for his legacy of service and best wishes for his future endeavors.
