AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to direct the Chair of the Innovations Subcommittee of the House Committee on Transportation to convene a work group to develop draft legislation governing the regulation of autonomous driving systems.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the Chair of the Innovations Subcommittee of the House Committee on Transportation shall convene a work group to develop draft legislation governing the regulation of autonomous driving systems. The work group shall consist of the Chairs of the House and Senate Committees on Transportation or their designees; the Chairs of the Department of Motor Vehicles Subcommittee, the Highway Safety and Policy Subcommittee, and the Transportation Infrastructure and Funding Subcommittee of the House Committee on Transportation or their designees; representatives from the Department of Transportation and Department of Motor Vehicles; and any other stakeholders deemed necessary by the Chair of the Innovations Subcommittee. The Department of Transportation and Department of Motor Vehicles shall provide necessary staff support and resources to facilitate the work group's activities. The work group shall meet virtually no more than once per month, at the discretion of the Chair of the Innovations Subcommittee. The work group shall complete its meetings no later than November 1, 2025, and submit to the General Assembly a report, which shall include an executive summary of its findings and any proposed draft legislation, for publication as a House or Senate document no later than November 30, 2025. Such report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
