SENATE RESOLUTION NO. 285

Celebrating the life of Terry D. Lewis, Sr.



Agreed to by the Senate, February 20, 2025

WHEREAS, Terry D. Lewis, Sr., an esteemed civil servant who made an indelible imprint on the Surry County community during his 16-year tenure as the administrator of Surry County, died on January 22, 2025; and

WHEREAS, Terry Lewis was notably one of the first Black county administrators in the history of Surry County; from 1988 to 2004, he guided the operations and development of Surry County, spearheading various initiatives for the benefit of the community; and

WHEREAS, Terry Lewis' legacy in Surry County includes the Surry West Business Park, which brought significant industry and commerce to the locality and enhanced the Route 10 corridor; and

WHEREAS, Terry Lewis supported myriad organizations and individuals in his capacity as an administrator and planner, including the Surry Area Free Clinic, the Southeast Rural Community Assistance Project, the Surry County Economic Development Authority, and the Surry African American Heritage Society; and

WHEREAS, Terry Lewis faithfully served as a volunteer with the Surry County Democratic Committee and was an active member of the Omega Psi Phi Fraternity, Inc.; and

WHEREAS, Terry Lewis' visionary leadership, work ethic, and commitment to the community he served helped to make Surry County a wonderful place to live, work, and raise a family; and

WHEREAS, in recognition of Terry Lewis' impact on Surry County and the lives of its citizens, the flags at the Surry County Government Center were flown at half-staff in his honor on January 31, 2025; and

WHEREAS, Terry Lewis will be fondly remembered and dearly missed by numerous family members and friends; now, therefore, be it

RESOLVED, That the Senate of Virginia hereby note with great sadness the loss of Terry D. Lewis, Sr., longtime administrator of Surry County, whose leadership, dedication, and passion for community service inspired all who knew him; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Terry D. Lewis, Sr., as an expression of the Senate of Virginia's respect for his memory.
