Celebrating the life of James Earl Carter, Jr., M.D.

WHEREAS, James Earl Carter, Jr., M.D., a trusted physician and a man of deep and abiding faith, died on January 28, 2025; and

WHEREAS, James Carter grew up in Kansas City, Missouri, and graduated as valedictorian of Lincoln High School; he attended the University of Missouri-Kansas City, majoring in biology and chemistry, then worked as a chemist until he could attend medical school; and

WHEREAS, James Carter earned his medical degree from the University of Missouri-Columbia, where he was the only Black student in his class and overcame numerous instances of discrimination through his faith and dedication to succeed; and

WHEREAS, James Carter lived in the Washington, D.C., area while completing his medical internship at Walter Reed National Military Medical Center; he served the nation as a member of the United States Army, rising to the rank of captain and earning an Army Commendation Medal, then conducted his residency at Ventura County Hospital in California and was board certified in family practice; and

WHEREAS, James Carter returned to Kansas City, where he served the community for more than three decades as a member of Wayne Minor Neighborhood Health Center and in private practice; later in his career, he served at several other medical centers in the region and inspired new generations of medical professionals as a teacher at the University of Missouri and the University of Kansas; and

WHEREAS, James Carter was guided by his faith in all his actions and enjoyed fellowship and worship with the congregations of Paseo Baptist Church and Grace Baptist Church of Greater Kansas City; and

WHEREAS, James Carter will be fondly remembered and greatly missed by his devoted wife of 56 years, Nina; his daughters, Christy and Kimberly, and their families; and numerous other family members and friends; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of James Earl Carter, Jr., M.D.; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of James Earl Carter, Jr., M.D., as an expression of the House of Delegates' respect for his memory.
