Commending Judith Brooks-Buck, Ph.D.

WHEREAS, Judith Brooks-Buck, Ph.D., an accomplished educator and education consultant, retired from her position on the Suffolk City School Board in 2024; and
WHEREAS, Judith Brooks-Buck's illustrious career in education has spanned more than 40 years, including nearly a decade as a principal of two middle schools and a special day school in Huntsville, Alabama; and
WHEREAS, after earning a doctoral degree in educational policy and leadership from the University of Virginia in 2001, Judith Brooks-Buck served as an assistant professor and chair of the Department of Education at Hampton University until 2006; and
WHEREAS, in addition to teaching several courses at Hampton University, Judith Brooks-Buck was responsible for developing educational materials for six African nations on behalf of the United States Agency for International Development; and
WHEREAS, Judith Brooks-Buck subsequently served as a professor at Virginia State University, teaching various education-related courses and staffing several committees until her retirement in 2015; and
WHEREAS, since 2000, Judith Brooks-Buck has provided valued educational testing, policy analysis, program evaluation, and research through her firm, J. Brooks-Buck Educational Consulting; and
WHEREAS, Judith Brooks-Buck served as the Nansemond Borough representative on the Suffolk City School Board for 12 years, including terms as chair and vice chair, working tirelessly for the benefit of the students, teachers, and families of Suffolk; and
WHEREAS, Judith Brooks-Buck was an effective advocate for Suffolk Public Schools before both the General Assembly and the United States Congress, helping to securing significant funding and legislation to assist the school division; and
WHEREAS, Judith Brooks-Buck played an instrumental role in the creation of several new schools in Suffolk, which will continue to burnish her legacy in the community for years to come; and
WHEREAS, Judith Brooks-Buck's commitment to the young people and families of Suffolk has made an impact on countless lives and is deserving of the esteem and admiration of all Virginians; now, therefore, be it
RESOLVED by the House of Delegates, That Judith Brooks-Buck, Ph.D., hereby be commended on the occasion of her retirement from the Suffolk City School Board; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Judith Brooks-Buck, Ph.D., as an expression of the House of Delegates' admiration for her legacy of service and best wishes in her future endeavors.
