Celebrating the life of Franklin Jay Pepper, M.D.

WHEREAS, Franklin Jay Pepper, M.D., a trusted psychiatrist in Northern Virginia and the supportive husband of longtime Alexandria City Council member Del Pepper, died on January 6, 2025; and

WHEREAS, Franklin Jay “F.J.” Pepper, M.D., grew up in Omaha, Nebraska, and earned bachelor's and master's degrees from the University of Nebraska, then followed in his father's footsteps as a physician and earned a medical degree from the University of Nebraska's College of Medicine; and

WHEREAS, F.J. Pepper served the nation as a member of the United States Army Medical Corps from 1966 to 1968; he provided lifesaving care as a battalion surgeon, earning a Bronze Star Medal and an Air Medal for his meritorious actions; and

WHEREAS, F.J. and Del Pepper settled in Alexandria's West End in 1968 and quickly became active leaders and local legends in the community; and

WHEREAS, Del Pepper served the Alexandria City Council for a record-setting 36 years, including three terms as vice mayor, while F.J. Pepper helped ensure the health and wellness of countless patients as a psychiatrist for more than 60 years; and

WHEREAS, F.J. Pepper promoted good mental health in the community by providing treatment to those who could not afford to pay, and he volunteered his wise leadership and expertise to many local civic and service organizations, including the Alexandria Democratic Committee, the NAACP, and at least 28 masonic bodies; and

WHEREAS, F.J. Pepper will be fondly remembered and greatly missed by his wife of 58 years, Del; his son, Murphy, and his family; and numerous other family members and friends; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of Franklin Jay Pepper, M.D., a distinguished medical professional and active member of the Alexandria community; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Franklin Jay Pepper, M.D., as an expression of the House of Delegates' respect for his memory.
