SENATE JOINT RESOLUTION NO. 364

Celebrating the life of Robert McCabe Ryan.

WHEREAS, Robert McCabe Ryan, a dedicated public servant who worked diligently to enhance the overall quality of life in Culpeper through his commitment to community leadership, died on January 29, 2025; and

WHEREAS, Robert “Bobby” McCabe Ryan served his country with distinction as a member of the United States Army, earning a Soldier of the Quarter award; and

WHEREAS, Bobby McCabe Ryan was elected to the Culpeper Town Council from July 1994 to June 2002, and again from July 2008 to December 2019; he served a term as vice mayor in 2000 and offered his wise insights to several committees over the course of his tenure in local government; and

WHEREAS, Bobby McCabe Ryan served as chair of the Town/County Interaction Committee and the Public Safety Committee, where he was a strong proponent of initiatives to enhance the Culpeper Police Department's ability to serve and protect members of the public; and

WHEREAS, Bobby McCabe Ryan promoted economic development in the town as a member and past president of the Culpeper Chamber of Commerce and a former member of the Culpeper Jaycees and Culpeper Renaissance; and

WHEREAS, Bobby McCabe Ryan mentored and inspired young people as an assistant Scoutmaster and lifeguard in the Boy Scouts, now Scouting America; and

WHEREAS, Bobby McCabe Ryan further supported the community as a member, past president, and Paul Harris Fellow of the Rotary Club of Culpeper; he volunteered his time and leadership to several other charitable organizations, including Full Circle Thrift Shop and Services to Abused Families, Inc.; and

WHEREAS, Bobby McCabe Ryan enjoyed fellowship and worship with the congregation of St. Stephen's Episcopal Church, where he was an usher, a senior warden, and a member of the vestry; and

WHEREAS, Bobby McCabe Ryan will be fondly remembered and greatly missed by his wife of 51 years, Phyllis; his children, Christopher, Katherine, and Emily, and their families; and numerous other family members and friends; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Robert McCabe Ryan; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Robert McCabe Ryan as an expression of the General Assembly's respect for his memory.
