AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to direct the Virginia State Crime Commission to evaluate the impacts and feasibility of authorizing certain counties and cities to place and operate noise abatement monitoring systems for the purpose of recording and enforcing exhaust system violations in the Commonwealth.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the Virginia State Crime Commission is directed to evaluate the impacts and feasibility of authorizing certain counties and cities to place and operate noise abatement monitoring systems for the purpose of recording and enforcing exhaust system violations in the Commonwealth. Such evaluation shall consider the covered exhaust system violations, including any enforcement of local noise ordinances authorized by current law or by any decibel limits, civil penalties for such violations, how such penalty proceeds can be best distributed, and whether and to what extent such violations should be included in a driver's operating record or communicated to an insurance agency. The Virginia State Crime Commission shall report on the findings and any recommendations from its evaluation to the Chairmen of the Senate Committee for Courts of Justice and the House Committee for Courts of Justice by November 1, 2025.
