AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to direct the Department of Health to evaluate licensure for pediatric extended care centers in the Commonwealth.
Be it enacted by the General Assembly of Virginia:
1. § 1. That the Department of Health (the Department) shall evaluate licensure for pediatric extended care centers in the Commonwealth. Such evaluation shall consider (i) any proposed regulations or schedules for license application fees to operate such centers; (ii) license issuance, expiration, and renewal and licensing limits on the maximum number of children who may be cared for in such centers; (iii) any inspections of applicants for such licenses; (iv) conditions under which such licenses may be refused and for which conditional or provisional licenses may be granted; (v) records and reporting requirements for such centers; (vi) background checks for license applicants; (vii) what services may be offered at such centers; (viii) staffing and operational requirements for such centers; (ix) facilities and maintenance requirements for such centers; (x) child safety safeguards for children at such centers; (xi) employee procedures and requirements at such centers; (xii) conditions under which a license may be revoked or denied a renewal; (xiii) relevant penalties and disciplinary actions for centers ; and (xiv) conditions under which a summary suspension of a license to operate such a center may be issued for centers operated by an agency of the Commonwealth or privately. The Department shall report its findings and any recommendations to Senate Committee on Finance and Appropriations and the House Committee on Appropriations by November 1, 2025.
