Commending Phyllis Randall.

WHEREAS, Phyllis Randall, a trailblazing public servant who has provided exceptional leadership to Loudoun County and offered her expertise to numerous boards and organizations at the regional and state levels, received the Elizabeth and David Scull Metropolitan Public Service Award from the Metropolitan Washington Council of Governments in 2024; and

WHEREAS, Phyllis Randall has lived in Loudoun County since 1993 and pursued a long and fulfilling career as a mental health therapist, focusing on individuals with substance dependence; and

WHEREAS, desirous to be of further service to the community, Phyllis Randall ran for and was elected as chair-at-large of the Loudoun County Board of Supervisors in 2015, becoming the first Black woman to serve as chair of a county board in the Commonwealth; and

WHEREAS, Phyllis Randall was reelected to the Loudoun County Board of Supervisors in 2019 and 2023 and has been a champion for the community, supporting enhancements to transportation, social services, and affordable housing options; and

WHEREAS, in 2016, Phyllis Randall also established the Loudoun Commission of Women and Girls, which is now an independent nonprofit organization dedicated to promoting leadership development for women and girls through empowering educational programs; and

WHEREAS, Phyllis Randall has represented Loudoun County as chair of the Northern Virginia Transportation Authority and as a board member of the Washington Metropolitan Council of Governments (COG); and

WHEREAS, at the state level, Phyllis Randall has been appointed as chair of the Virginia Fair Housing Board and chair of the Virginia State Board of Corrections; and

WHEREAS, among many other awards and accolades, Phyllis Randall has been voted as the favorite public official by Loudoun County residents in 2018, 2019, 2020, and 2021, and she was selected by Northern Virginia Magazine as one of the 50 most influential leaders in Northern Virginia in 2024; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Phyllis Randall, winner of the 2024 Elizabeth and David Scull Metropolitan Public Service Award, for her exceptional service to Loudoun County and the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Phyllis Randall as an expression of the General Assembly's admiration for her legacy of achievements and commitment to servant leadership.
