(Proposed by the Senate Committee on Education and Health
on February 13, 2025)
(Patron Prior to SubstituteāDelegate Thomas)
A BILL to direct the Department of Education to conduct a survey of school boards to identify each non-academic training activity required of public school teachers employed by the school board.
Be it enacted by the General Assembly of Virginia:
1. § 1. The Department of Education (the Department) shall conduct a comprehensive survey of each school board to identify each non-academic training activity required of public elementary and secondary school teachers employed by the school board. For the purposes of the survey, "non-academic training" is defined as any training activity in which any public elementary or secondary school teacher is required to participate that is not related to the teacher's instructional, academic, or curricular duties, and is not related to licensure requirements. For each non-academic training activity, school boards must identify (i) the frequency and duration of the training, reported in terms of the number of hours of training teachers must complete in a specific period of time, and (ii) the federal or state law, policy, or regulation or the school board policy or regulation that requires the training. The Department shall report the survey results and recommendations for reducing and streamlining non-academic training activities to the Board of Education and the Chairs of the Senate Committee on Education and Health and the House Committee on Education by November 1, 2025.
