3. That the Department of Motor Vehicles shall convene a work group to examine the implementation and effects of the discontinuance of registration decals as provided by this act. Such work group shall consist of representatives of the Treasurers' Association of Virginia, representatives of the Commissioners of the Revenue Association of Virginia, and any other stakeholders the Department of Motor Vehicles deems necessary. The work group shall complete its meetings and submit a report of its findings and recommendations to the Chairs of the House and Senate Committees on Transportation no later than November 1, 2025.
