SENATE JOINT RESOLUTION NO. 318
Celebrating the life of Elvin Russell Cosby, Jr.

WHEREAS, Elvin Russell Cosby, Jr., a longtime and dedicated employee of Henrico County Public Works, esteemed faith leader, and beloved member of the Henrico County community, died on December 8, 2024; and
WHEREAS, after working in a variety of jobs, Elvin Cosby joined Henrico County Public Works in April 1946, embarking upon a career devoted to the development and maintenance of Henrico County's infrastructure that would span a remarkable 73 years; and
WHEREAS, over his tenure with Henrico County, Elvin Cosby played an outsized role in shaping the principles and values guiding the locality's workforce, while also advancing a number of initiatives that would make an impact in the community, such as advising the county's early efforts to increase diversity in its workforce; and
WHEREAS, as an expression of gratitude for Elvin Cosby's extraordinary legacy of service as both an employee and community member, Henrico County established the Elvin R. Cosby Award in 2015 to recognize longstanding county employees for their exceptional contributions and also named a street “Elvin Cosby Way” in his honor; and
WHEREAS, Elvin Cosby was a steadfast member of the Most Worshipful Prince Hall Grand Lodge of Virginia, Free and Accepted Masons, for more than 50 years, first as a member of Limelight Lodge #301, where he achieved the Sublime Degree of Master Mason in 1967, and later at Jonathan Lodge #112; and
WHEREAS, Elvin Cosby was guided throughout his life by his deep and abiding faith and for many years served as a deacon at St. Peter Baptist Church in Glen Allen, leading and mentoring others in their spiritual journeys; and
WHEREAS, preceded in death by his sons, William and Marvin, Elvin Cosby will be fondly remembered and dearly missed by his loving wife of 73 years, Lottie Jane; his children, Lena, Kathy, Sandra, Joyce, Della, and Chartell, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Elvin Russell Cosby, Jr., a treasured member of the Henrico County community whose work ethic, devotion to his family and church, and unwavering commitment to the well-being of others inspired all who knew him; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Elvin Russell Cosby, Jr., as an expression of the General Assembly's respect for his memory.
