L. For any new photo speed monitoring device placed and operated after July 1, 2025, for the first 30 days of its operation, the locality or law-enforcement agency shall issue a warning by mail instead of a summons for an alleged vehicle speed violation and assess no civil penalty for such alleged vehicle speed violation. Nothing in this subsection shall be construed to prevent a law-enforcement officer who uses a photo speed monitoring device to record a vehicle speed violation from personally issuing a summons at the time of the violation.
