AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to direct the Waste Management Board to develop guidance to collect, recycle, store, and transport discarded mattresses.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the Waste Management Board (the Board) shall develop guidance by October 1, 2025, to enable statewide collection, recycling, storage and transportation of discarded mattresses that reduce the disposal of such mattresses in landfills and the stockpiling of such mattresses significantly by 2027. In developing the guidance, the Board shall consider incorporating any U.S. Environmental Protection Agency regulations and funding opportunities. Such guidelines shall include a recommended enhanced fine for any person that improperly disposes a mattress in the Commonwealth. All agencies of the Commonwealth shall provide technical assistance to the Board upon request. The Board shall report its recommendations on the guidance for the improper disposal of mattresses and the disposal of mattresses in all landfills in the Commonwealth to the Chairmen of the Senate Committee on Agriculture, Conservation and Natural Resources and the House Committee on Agriculture, Chesapeake and Natural Resources by December 1, 2025.
