AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to direct the Department of Education to develop a data collection process related to English language learner expenditures and student English proficiency levels.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the Department of Education (the Department), to begin to address the recommendations of the Joint Legislative Audit and Review Commission's 2023 review of Virginia's K-12 Funding Formula, shall develop and implement a data collection process related to English language learner expenditures and student English proficiency levels and identify other options to support English language learners. The Department shall provide a status report to the Joint Subcommittee on Elementary and Secondary Education Funding on its implementation and data collection efforts by September 1, 2025.
