A BILL to amend and reenact the Charter of the City of Richmond by adding a section relating to minimum qualifications for the Director of Public Utilities.

Be it enacted by the General Assembly of Virginia:

1. That the Charter of the City of Richmond is amended and reenacted as follows:

§ 2.03.5 Director of Public Utilities; qualifications and duties.

A. Notwithstanding any other provision of this Charter, the Director of Public Utilities for the City of Richmond shall possess the following minimum qualifications:

1. A bachelor's degree in engineering, infrastructure management, or a related field from an accredited institution; and

2. At least five years of professional experience in public works, utilities, infrastructure management, or a related field; or

3. A professional certification relevant to public utilities or works, such as licensure as a Professional Engineer (PE), Certified Public Works Manager (CPWM), or an equivalent certification approved by the City Council.

B. The provisions of this section shall apply solely to the City of Richmond and to all appointments to the position of Director of Public Utilities.

C. This section shall not preclude the City of Richmond from establishing additional qualifications for the position of Director of Public Utilities that exceed the minimum qualifications set forth herein.
