Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 46.2-715.1 as follows:

§ 46.2-715.1. Display of single license plate; fee.

Notwithstanding any other provision of this title, any owner of a passenger car required by this title to display two license plates may display, upon payment of an additional annual fee of $100 at the time of vehicle registration or renewal of vehicle registration and upon receipt of proof of the payment of such fee as provided in this section, a single license plate on the rear of such vehicle. On receipt of such payment, the Commissioner shall issue to the applicant proof of the payment of such fee in a manner prescribed by the Commissioner. Any law-enforcement officer may require such an owner to furnish such proof of the payment of such fee. Such fee shall be collected by the Department and paid into the Criminal Injuries Compensation Fund created pursuant to § 19.2-368.18.
