Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23.1-407.3 as follows:

§ 23.1-407.3. Admissions and enrollment; certain Virginia student yields required.

Notwithstanding any other provision of law or the general appropriation act to the contrary, beginning with the incoming freshman class in the fall semester of the 2026–2027 academic year and for each admissions and enrollment period thereafter, each public institution of higher education shall establish and implement admissions practices that yield total Virginia student enrollment of at least 78.5 percent at the institution.
