Be it enacted by the General Assembly of Virginia:

1. § 1. The Attorney General, or his designee, shall convene a work group for the purpose of advising on the distribution of 599 funding to distressed localities with high crime and poverty rates. The work group shall include legislators and local elected officials who represent distressed localities, and other persons with such experience and expertise deemed relevant by the Attorney General. The work group shall consider the recent allocations of 599 funding and determine the effect on crime and poverty rates in the localities that have received such allocations. The work group shall review the formula for calculating the amount of 599 funds distributed to eligible localities and evaluate any potential impacts of revising such distribution formula.

The Attorney General shall submit a report to the General Assembly and the Governor with the findings and recommendations of the work group no later than the first day of the 2026 Regular Session of the General Assembly.
