Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 22.1-5.2 as follows:

§ 22.1-5.2. Student enrollment; recruitment prohibited.

Notwithstanding the provisions of § 22.1-3 or 22.1-5, or any other provision of law to the contrary, no school board, school board member, or school board employee shall recruit or otherwise incentivize a student who resides outside of the local school division to enroll in a public school in such local school division.
