Be it enacted by the General Assembly of Virginia:

1. § 1. The State Corporation Commission shall complete any proceeding for the approval for the construction of an electrical transmission line of 138 kilovolts or more that is located in Planning District 1, 2, or 3 and is subject to the provisions of subsection B of § 56-46.1 of the Code of Virginia within nine months following the utility's submission of a complete application for such approval.
