Be it enacted by the General Assembly of Virginia:

1. § 1. The Secretary of the Commonwealth shall convene a work group in conjunction with relevant stakeholders including (i) the Department of Social Services, (ii) the Office of the Executive Secretary of the Supreme Court of Virginia, (iii) attorneys practicing in the area of consumer law, and (iv) general district and circuit court clerks to (a) review the current wage garnishment process and (b) assess whether the garnishment of wages, salaries, commissions, or other earnings should be an enforcement mechanism utilized only for the collection of specific types of debts owed by a judgment debtor. The work group shall report its findings to the Chairmen of the House and Senate Committees for Courts of Justice by November 1, 2025.
