Be it enacted by the General Assembly of Virginia:
1. § 1. That the Department of Motor Vehicles (the Department) shall convene a work group to gather necessary information and identify steps for designing and implementing a new license plate for tow trucks to aid in the enforcement of registration of tow truck drivers and towing violations. The work group shall (i) assess the current framework of tow truck registration and license plates; (ii) compile information regarding state, federal, and other requirements for license plate design, including color of the plate, letters, numerals, and decals; (iii) identify practical considerations for and discuss the feasibility of the implementation and rollout of such new license plates, a requirement for verification or certification of proper registration with the Department of Criminal Justice Services of tow truck drivers operating such tow trucks in order to receive such license plates, and enforcement of a requirement for such license plates in order to engage in towing; and (iv) estimate the costs of implementing such a new license plate, including potential administrative costs for agencies in the transmission of data on registration of tow truck drivers and enforcement of towing violations, and the benefits to efficiency in enforcement. The work group shall consist of (a) a representative of the Department of State Police; (b) a representative from the Office of the Attorney General; (c) a representative of the Department of Criminal Justice Services, Division of Licensure and Regulatory Services; (d) representatives from the towing industry, and (e) any other stakeholders deemed necessary by the Department. The Department shall complete its meetings by November 1, 2025, and shall submit a report of the work group's findings and recommendations, if any, to the Governor and General Assembly no later than December 1, 2025.
