Be it enacted by the General Assembly of Virginia:
1. § 1. That the Department of Small Business and Supplier Diversity shall study small business set-asides and their effectiveness in promoting the growth and economic development of small businesses through participation in government contracting. Such study shall evaluate the impact small business set-asides have on the growth of a small business, including the creation of jobs and development of new products or services, and the extent to which such set-asides contribute to the economic growth of the Commonwealth. The study shall also identify ways to increase participation by small businesses in government contracting through set-aside programs and to ensure the successful transition to a broader consumer market of small businesses utilizing a set-aside. The Department of Small Business and Supplier Diversity shall complete its study and submit a report of its findings and recommendations to the General Assembly on or before November 30, 2025.
For purposes of this act, "small business" includes women-owned and minority-owned businesses.
