Be it enacted by the General Assembly of Virginia:

1. § 1. In addition to complying with the provisions of subsection D of § 23.1-902.1 of the Code of Virginia, the Department of Education shall, no later than July 1, 2026, (i) conduct a baseline audit of each education preparation program offered by a public institution of higher education or private institution of higher education for compliance with the requirements set forth in subsections B and E of § 23.1-902.1 and § 22.1-298.4 of the Code of Virginia utilizing a rubric with metrics that analyze the degree to which each such education preparation program has met each such requirement and (ii) submit the results of such audits to the House Committee on Education and the Senate Committee on Education and Health.
