A BILL to amend the Code of Virginia by adding in Article 1 of Chapter 41 of Title 58.1 a section numbered 58.1-4106.1, relating to casino gaming; set-off of debts to the Commonwealth from prizes.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 1 of Chapter 41 of Title 58.1 a section numbered 58.1-4106.1 as follows:

§ 58.1-4106.1. Set-off of debts to the Commonwealth from prizes.

The Board shall adopt regulations to establish and implement a set-off debt collection program in accordance with the provisions of the Setoff Debt Collection Act (§ 58.1-520 et seq.), wherein certain casino gaming prizes shall be subjected to delinquent debts of agencies and institutions of the Commonwealth. The Director shall be responsible for the administration of the program and shall ensure that any agency eligible to participate in the Setoff Debt Collect Act shall be eligible to participate in the casino gaming prize set-off. The Tax Commissioner shall transmit to the Director, at such intervals as requested by the Director, a listing of claimant agencies and delinquent debts owed to such agencies.
