A BILL to direct each health regulatory board regulated by the Department of Health Professions to establish a licensure by endorsement pathway for qualified applicants of the professions regulated by such board.

Be it enacted by the General Assembly of Virginia:

1. § 1. That each health regulatory board regulated by the Department of Health Professions shall enact regulations to establish a licensure by endorsement pathway for qualified applicants as practitioners of the particular profession or professions regulated by such board. Each such health regulatory board's initial adoption of regulations necessary to implement a licensure by endorsement pathway shall be exempt from the provisions of the Administrative Process Act (§ 2.2-4000 et seq.), except that the enacting health regulatory board shall provide an opportunity for public comment on the regulations prior to adoption of such regulations.

§ 2. That the Board of Medicine shall be the first health regulatory board to enact regulations to provide a licensure by endorsement pathway pursuant to this act.
